The Opportunity

West Mifflin Self-Storage is the adaptive reuse of a former Burlington Coat Factory at 3000 Mountain View Drive in West Mifflin, Pennsylvania, in Pittsburgh's South Hills / Mon Valley market.

Horizon plans a Class A retail-to-storage conversion of the vacant retail building, with a new roof, updated mechanical, electrical and life-safety systems, and a fully climate-controlled unit mix. The plan converts 83,000 existing gross SF into 59,000 rentable SF with 547 planned storage units, 100% climate-controlled.

West Mifflin is under a letter of intent executed September 21, 2026, which is non-binding until a purchase agreement is signed. The parcel is to be subdivided by the seller, and terms remain to be confirmed. The image shown is a concept rendering of the proposed design. As an adaptive-reuse conversion, the project carries construction, cost, permitting and lease-up risk.
